The current constitution of the People’s Republic of China was adopted on December 4, 1982, making December 4 Constitution Day. Some of the subway stations in Nanjing are blanketed this month with ads calling for the public to “study the implementation of the 19th Party Congress.” The high-level Communist Party meeting was held this October and ushered in a new Politburo Standing Committee. Public propaganda hailing the party and calling for study of recent political doctrines is common around China. On the campuses of universities, the 19th Party Congress is often hailed.
